Job Description

Sayres is seeking a Production Controller in Portland, OR with a SECRET clearance or the ability to obtain a secret clearance, verifiable in DISS.

Location: Gunderson Marine, Portland, OR

Deliverables:

In support of the PMS 300 program, the Production Controller will be responsible for the following:

  • Weekly Report detailing the project status to include completed and upcoming events. The report shall include overall ship production status and percentage of vessel completion. It shall include ship metrics as it relates to schedule, cost, testing, manning that provides the physical progress of the ship. It shall document photographic evidence of the progress.
  • Actively participate in MST program meetings, such as Interim Progress Reviews, along with involvement in other major program milestone events.
  • General MST deliverables: presentations, reports, meeting minutes as tasked
  • A Development of the Mobile Ship Target (MST) Class Target Platform Report shall be submitted This report shall include at a minimum:
    • Introduction- Concept
    • Background
    • Conceptual Design
    • System Description and Engineering - addressing commercial shipbuilding standards, survivability, propulsion.
    • Acquisition: Procurement, Construction, Testing
    • Lessons Learned
    • Variants- Future Concepts

This report shall comprehensively capture all facets of MST through acceptance testing of craft. Results of acceptance testing determines if the ship is accepted by the government (Delivery).

Responsibilities:

  • Provide production management analysis, based on historical information, identifying ship production trends, forecasts, and the status of ship production progress.
  • Gather data from Government databases and ship construction deliverables and use the data to develop analyses of production issues.
  • Coordinate and prepare Ship Program Review (SPR) briefs, Trials and Delivery briefs, Quarterly Execution Reviews (QERs), and other presentations.
  • Review production-related deliverables under the Ship Construction contracts for accuracy and contractual compliance and provide results to the responsible DDG 51 Class Data Monitor.
  • Review of Test Plans- Contractor shall be familiar with reviewing and managing Integrated Master Schedule (IMS)
  • Provide oversight of the production of the 260ft Mobile Ship Target (MST) that will be utilized for Navy test and evaluation, and training events. Provide current and projected production status to the Program Office, PMS 300. Conduct regular inspections to ensure quality assurance requirements are met. Review test procedures and reports for MST test and trails. Contractor required regular weekly on-site visits to Gunderson Marine
  • Evaluate production work to determine the facility's readiness to start, perform, and complete projects on time.
  • Analyze production problems to suggest or implement corrective actions.
  • Issue corrective action reports and provide notice to the Program Office of production issues, contract negligence and arising schedule problems, particularly impacting cost and performance
  • Conduct independent estimates on schedule adherence and completion percentages to facilitate payable events to the shipyard
  • Collect, analyze, and evaluate information and data to determine equipment and material needed to support fleet maintenance industrial operations, issuing specifications, estimating cost and initiating equipment and material procurement.
  • Engineering change - Assessment/Writing
    • Conduct technical reviews and provide constructive assessment and feedback on construction drawings, construction documentation to include change orders (e.g., Engineering Change Proposals, Request for Variance). Ensure design and production is in compliance with all regulatory bodies. Ensure that the engineering products meet the contractual specifications outlined in the MST contract.
    • Provide deckplate review of drawings, validate structure, mechanical and electrical systems against drawings throughout the build and validate drawing revisions and redlines on board the vessel.

Qualifications & Clearance Requirements

Education, Work Experience, Skills, and Clearance Requirements:

  • Bachelor's degree in relevant field plus 5 years' experience. OR high school diploma and at least ten (10) years of relevant experience.
  • Experience with the following:
  • Planning, scheduling, conducting or coordinating detailed phases of engineering related tasks.
  • Applying knowledge and experience with financial and production principles and techniques to develop complex specifications and procedures, developing and analyzing designs, and evaluating technical information.
  • Performing technical studies and analyses in surface combatant shipbuilding.
  • Able to effectively communicate and interface with customers, stakeholders, and industry personnel.
  • Active Secret security clearance verifiable in DISS.
